Is the error message on non-unicode encodings (ex. 1033) useful?

It was found that even when the encoding of the version resource is not Unicode (namely, English), the strings are in same format as if it were UTF-16. Should the error message for non-unicode encoding be removed for 1033? The program continues after this message so it should be a warning anyway.
